Monica has in-depth experience in both Italian and European competition law matters. She regularly advises domestic and foreign companies in the assessment of vertical (distribution, franchising and supply agreements, including issues related to online sales) and horizontal agreements. She represents companies before the Italian Competition Authority and the European Commission in proceedings related to anti-competitive practices (cartels, restrictive agreements, abuses of dominant position and of economic dependency), from the investigation phase (and possible dawn raids) to the litigation phase. Monica regularly advises clients on merger control proceedings, taking care of merger notifications to the Italian Competition Authority and the European Commission.  Her experience in coordinating multi-jurisdictional filings enables her to assist companies in assessing the legal obligation to notify across a number of countries and in coordinating local counsel in the notification process for obtaining clearances. She has also extensive experience in the design and implementation of ‘tailor-made’ antitrust compliance programmes for companies active in a wide range of markets. Monica has assisted companies active in the telecommunications and postal services sectors before the Communications Regulator (AGCom).

Monica’s experience covers a variety of industries, including luxury goods, food and beverage, restaurant services (including motorway and airport services) and large-scale retail trade, pharmaceutical and chemical industries, textile industry, regulated sectors, banking and insurance services, and publishing,

Monica joined the Firm in September 2023.

Previously, after a one-year internship at the European Commission – General Directorate for Competition (1994), she worked with leading Italian law firms in Brussels (Chiomenti, from 1995 to 2001, and then Bonelli Erede Pappalardo, from 2001 to 2015).

In 2015, together with Adele Sodano, Flora Santaniello and Gabriella Scionti, she founded ECR Legal, a firm specializing in EU law, competition law and market regulation.
