    Flora has extensive experience in national and European antitrust law. She advises Italian and international clients before the Italian Antitrust Authority and the European Commission in antitrust proceedings concerning restrictive agreements and abuses of dominant position, mergers, distribution agreements and joint ventures, as well as in administrative proceedings (appeals against the decisions of the Italian Antitrust Authority) and civil proceedings (actions for damages). She has also dealt with antitrust compliance programmes and various EU law issues (free movement of goods and services, customs law, protection of agricultural and food products through PDOs and PGIs, environmental law).

    Her experience covers various industries, including food & beverage; haute hôtellerie; the pharmaceutical and chemical industries; telecommunications; supplementary healthcare; professional publishing; production and distribution of smoking products and electronic cigarettes, gas and electricity, automotive and jet fuel; motor vehicle distribution; airport management and ground handling services at airports; maritime and rail transport; and waste collection, transport, and recovery.

    Professional experience

    Flora joined the Firm in September 2023.

    Previously, she worked with the law firm Pappalardo e Associati (later Bonelli Erede Pappalardo), in the Brussels and Rome offices (1995 – 2001); Allen & Overy LLP, within the International Antitrust Group, in the Rome office (2001 – 2007); Simmons & Simmon LLP – EU, Competition and Regulatory Group, in the Rome office (2007-2014).

    In 2015 – with Monica Dal Prà, Gabriella Scionti and Adele Sodano – she founded ECR Legal, a specialist firm with a focus on EU law, competition law and market regulation.

    Associations, seminars, media and other activities

    In the context of the first edition of the 2nd Level Master’s Degree Course in “LAW AND ECONOMICS OF PRODUCTIVE AND LOGISTIC ACTIVITIES” at the University of Salento, she lectured on the subject of “Logistics-Port Services Enterprise and Antitrust Law”. She was one of the lecturers of the module “Discipline of Competition and Relations with Consumers” of the 2nd Edition of MACOM – Master in Compliance Management at LUISS Business School and, previously, she lectured on Competition Law at SEU – Servizio Europa Umbria, within the post-graduate training course in “Law, Economics and Community Policies”, and at LUISS “Guido Carli”, within the “Russia Project”.

    Flora is a member of EDL – European Distribution Lawyers, an international network of lawyers specialized in distribution and competition law, with a focus on the motor vehicle.

    Education

    She graduated in Law from ‘LUISS – Guido Carli’ in Rome (1994) and subsequently attended the post-graduate course in “Community Law, Economics and Policies” at SEU – Servizio Europa Umbria in Perugia (1995)
