Flora has extensive experience in national and EU antitrust law. She assists Italian and international clients before the Italian Competition Authority and the European Commission in investigations concerning restrictive agreements, abuse of dominant position, mergers, distribution agreements and joint ventures. She also represents clients before national courts — both administrative (in challenges against decisions of the Italian Competition Authority) and civil (in actions for damages arising from antitrust infringements) — as well as before the EU Courts.

She has worked on antitrust compliance programmes and on a variety of EU law matters, including the free movement of goods and services, customs law, protection of agricultural and food products through PDO and PGI designations, and environmental law.

Her experience spans numerous industries, including food & beverage, luxury hospitality, pharmaceuticals and chemicals, telecommunications, supplementary healthcare, professional publishing, the production and distribution of tobacco products and e-cigarettes, gas and electricity, automotive and jet fuels, motor vehicle distribution, airport management and ground handling services, maritime and rail transport, and waste collection, transport and recovery.

Flora joined the Firm in September 2023.
Previously, she worked with Pappalardo e Associati (later Bonelli Erede Pappalardo) in Brussels and Rome (1995–2001); with Allen & Overy LLP as part of the International Antitrust Group in the Rome office (2001–2007); and with Simmons & Simmons LLP – EU, Competition and Regulatory Group – in Rome (2007–2014).

In 2015, she founded a boutique law firm specialising in EU law, competition law and market regulation.
